*** IMPORTANT *** All Coxswains and Crew should be familiar with the operating procedures  for facilities operating within Sector New York.  Please read this memo from LT J.D. Peters, Commanding officer, Station NY  which defines the general guidelines for Auxiliary facilities operating within Station New York's area of responsibility.  This  includes the definition of and the notification & reporting requirements for, Distress, Alert, and Uncertainty type SARs.

Coxswains, want to check the status of your patrol reimbursement to see if it is at least made it into the system?  Try this link www.fincen.uscg.mil/POMS.htm to the GC Finance site or this direct link where you enter your 13 digit patrol order number for a report on status.

*** New *** SAR PROCECURES

In an effort to make it more easy getting a S A R  case number.  After the SAR, call Sector for the # .  They may not have a number for you because of the work  load in the S C C. So this is the recommendation from S C C. Make your call in for the case #,  if it is not ready get the name of the person and Phone # and ask what time to call him back.  If for some reason you do not get a case# for a day or so,then email your S A R paperwork to Sector  and on the e-mail or fax ask for you case number so you have one for your records.  Everyone is aware of this is the time of the year when the Coast Guard has new people coming and going.  As Sector Coordinator I am working to get this straightened out as soon as possible.  Keep up the good work & thanks for all you do.  [George Reily DSO-OP & Sector Coordinator 9 July, 2009].

Jewelry and Boating: Every year there seems to be a few people who are surprised by our jewelry policy and are not prepared to remove their jewelry before getting underway.

The Boat Crew Seamanship Manual, COMDTINST 16114.5C states the following:

The wearing of jewelry, including rings, wristwatches, necklaces or other items not consisting of organizational clothing, PPE, or uniform articles by
boat crew members engaged in hoisting, towing, or other deck evolutions where the potential for snagging exists is prohibited. OICs and Coxswains will address this during all pre-underway briefs and Coxswains shall ensure jewelry is removed prior to beginning all deck evolutions. This paragraph can be found in Chapter 4, Chapter 7, Chapter 16, Chapter 17,Chapter 18 and Chapter 19. Unfortunately this is not an area that the Director has the ability to waive. It may be difficult for many of our members to remove their wedding rings, both physically and mentally. If it is physically difficult to remove a ring then it is likely a hazard to the member medically as well and they should consider resizing the ring for their own health and safety.  Neither our Director, nor the Chief Director's office will be able to waive this policy.  [Posted: 10 Sept 2008; Source: ALAUXDIST1SR, Miscellaneous Topics - 008/08, CRD E.D. 02/05/2007 -  SURFACE OPERATIONS POLICY EXAM

The Operations Policy Exam is now available and is required for all trainees working on their Coxswain or PWC Operator qualification. This exam must be successfully completed before the QE dockside oral exam and underway check ride can be performed.

The exam, a 30 question open book exam, covers surface operations policies located the Operations Policy Manual COMDTINST M16798.3 (series) and Chapter 4 of the Coast Guard Addendum to the United States National Search and Rescue Supplement (NSS) COMDTINST M16130.2 (series). A score of 90% is required to pass the exam.

The exam is available through the Auxiliary National Testing Center at:  US Coast Guard Auxiliary - National Testing Center

Surface Operations (Crew, Coxswain, PWC Operators) Currency maintenance requirements have changed effective 1/1/2007.  See National Operations Department for details.

Revised / New Forms
As available on the
National Forms Site, all Facility Inspection forms, Vessel (7003), Radio (7004), Aircraft (7005) and PWC (7008) have been revised to include facility availability questions. All previous editions are obsolete and may not be used. Also added to this group is a new Vehicle Offer for Use form, ANSC-7065. The purpose of this form is to correct the
problem of liability insurance in the case where a privately owned vehicle (POV) was not covered for liability insurance when towing government property.  The vehicle may now be "Offered for Use". This is particularly important if the vehicle is towing a trailer registered as a DHS trailer with DHS license plates. The vehicle owner must annually complete the new ANSC 7065 form, "Vehicle Offer of Use", (available on the Forms page) and have it on file at the DIRAUX's office prior to the towing. A record of this POV "facility" will eventually be recorded in AUXDATA. Members should contact their DIRAUX for more info as that is where the records will be stored until they can be inputted into AUXDATA not earlier than this summer.

The five new appendices from the Auxiliary Boat Crew Training Manual, COMDTINST M16794.51A, are now posted on the
National Forms Site. They are located on their own page: Auxiliary Boat Crew Training Manual Appendices. All will be converted to fill-ins in the near future.

TCT REFRESHER TRAINING:  The Operations Department has released the documents and presentation for Team Coordination refresher training for 2007. This 2007 TCT Refresher Training session is MANDATORY for all Crew, Coxswains, & PWC Operators. The Refresher Training session is approximately 1 hour in length. Flotillas and Divisions should plan to present this program. Note - This session is designed to be given at the local level and a 'qualified' TCT Facilitator is NOT required. 9/12/2006 - Boat Crew Program Changes.  The CG Auxiliary Surface Standardization  Team (Surface STAN Team) was established in 2004 to review the boat crew program and mishaps and accidents that have occurred in operations.  As a result of that review, there are a number of changes in the works and nearing final approvals.  See notice on the Chief Directors Surface Operations page which will give you a summary of the types of changes. BOAT CREW TRAINING MAUNAL REVISED!  The revised Auxiliary Boat Crew Training Manual, COMDTINST M16794.51A has been signed and will become effective as of 01 January 2007. The manual is being released now to give members as much time as possible to become familiar with the changes made to the Boat Crew Training Program.

NOAA Publishes Online Chart Viewer - On July 4, NOAA introduced a new public service called the Online Chart Viewer. The Viewer lets mariners display [almost] any nautical chart in the national suite using only an Internet browser. Supported charts are updated weekly for notice to Mariner corrections by NOAA cartographers. The Viewer's fast, image displaying software permits rapid raster chart display, panning and zooming.  Check out all the NOAA products on their site.
